The Lagos State Government has directed the Eko Electricity Distribution Company (EKEDC) to deploy prepaid electricity meters across all communities in Badagry West Local Council Development Area (LCDA), as part of efforts to improve electricity access and ensure fair billing for residents.

The directive, issued by Governor Babajide Sanwo-Olu, comes ahead of the commissioning of the ongoing electricity project in the area and is aimed at resolving long-standing power supply and estimated billing challenges.

Confirming the development, Hon. Solomon Saanu #Bonu, Member of the Lagos State House of Assembly representing Badagry Constituency I, stated that the meter installation is completely free of charge and has already commenced in Gbaji, with other communities to follow.


Addressing questions on why the rollout is currently focused on Badagry West, the lawmaker explained that the intervention is tied to the specific electricity challenges in the axis, adding that the goal is to resolve outstanding issues once the power project is fully commissioned.

However, despite the government’s assurances, several residents and community stakeholders have raised concerns over the actual implementation of the so-called “free” meter deployment.

Some residents alleged that, in practice, payments are sometimes demanded at various stages of the process. One resident, Manoah E. Nunayon Kikekon, claimed that applicants are often required to pay ₦5,700 for forms and up to ₦30,000 to eventually receive a meter, casting doubt on the “free” designation.

Another resident, Ogun Vincent Mauyon, echoed similar sentiments, noting that initiatives described as free in Nigeria often come with unofficial costs, especially at the grassroots level.

Concerns were also raised about limited meter availability and the potential for disputes within communities. According to Obiora Chinyere Mmobuosi Chinyere, allocating a small number of meters—sometimes as few as 20 per Community Development Association (CDA)—can create tension over who gets priority, forcing community leaders to struggle with distribution decisions to maintain peace.

These reactions have further reinforced Hon. Bonu’s call for active monitoring by community leaders and residents, as many believe strong local oversight is essential to ensure that the directive from the state government is implemented as intended, without exploitation or exclusion.

Residents have welcomed the initiative in principle, describing prepaid meters as a critical step toward ending estimated billing and improving accountability, but insist that transparency, adequate supply, and strict enforcement of the “free” policy will determine its true impact on Badagry West.
